Odisha launches a statewide door-to-door digital census with over 90,000 officials to collect socio-economic data for better governance and planning.
The government of Odisha has launched a large-scale door-to-door digital census initiative aimed at gathering comprehensive demographic and socio-economic data across the state. The month-long exercise, which began on Thursday, is set to continue until May 15 and is being described by officials as a significant step toward modernising governance through data-driven decision-making.
The initiative involves an extensive administrative effort, with more than 90,000 personnel deployed to conduct household-level surveys. Authorities say the digital format of the census will improve efficiency, transparency, and accuracy in data collection compared to traditional methods.
Massive Workforce Mobilised for Enumeration
According to officials, the census operation has been structured with a multi-tier workforce to ensure smooth execution. Around 90,000 enumerators have been assigned to visit households across urban and rural areas, while 15,140 supervisors have been appointed to monitor the process and ensure data quality.
Primary school teachers have been designated as enumerators, responsible for collecting data directly from households. Meanwhile, high school teachers are serving as supervisors, overseeing field operations and resolving any issues encountered during the survey.
Each enumerator has been tasked with collecting data on approximately 800 individuals. On average, they are expected to cover between 150 and 200 households over the course of the exercise, making it one of the most extensive field operations undertaken by the state in recent years.
Structured Questionnaire to Capture Socio-Economic Data
The census will be conducted using a structured digital questionnaire consisting of 33 questions. These questions are designed to capture a wide range of socio-economic indicators that can inform future policy decisions.
Key areas of data collection include housing conditions, such as the type of construction materials used in homes, as well as household food habits. The survey will also record ownership of assets, including two-wheelers and four-wheelers, providing insights into economic status and consumption patterns.
Officials noted that the inclusion of diverse indicators aims to create a holistic database that can support targeted welfare schemes, infrastructure planning, and resource allocation.
Preparatory Mapping Phase Underway
Before the start of full-scale enumeration, authorities initiated a three-day preparatory phase focused on mapping and groundwork. During this period, enumerators are identifying their assigned areas, familiarising themselves with local conditions, and estimating the number of households and families.
This mapping phase, scheduled to continue until April 18, is considered crucial for ensuring that the subsequent data collection process is systematic and comprehensive. It allows officials to plan routes, allocate resources effectively, and minimise the risk of missing households.
The actual enumeration process is set to begin on April 19, immediately after the completion of the preparatory activities.
Digital Approach to Enhance Accuracy and Transparency
A key feature of the initiative is the use of digital tools for data collection. Enumerators will record responses electronically, eliminating the need for paper-based forms and reducing the likelihood of errors during data entry.
