India’s Foreign Secretary Vikram Misri is set to undertake a two-day official visit to Nepal on May 11–12, marking the first major diplomatic outreach from New Delhi to the newly formed government led by Prime Minister Balendra Shah.
The visit, extended at the invitation of Nepal’s Foreign Secretary Amrit Bahadur Rai, is expected to play a crucial role in resetting bilateral engagement and aligning priorities between the two neighbouring countries ahead of upcoming high-level meetings.
First High-Level Outreach to New Government
Officials describe the visit as an important step in establishing early engagement with Nepal’s new leadership. It is expected to provide both sides an opportunity to exchange views on governance priorities and identify areas of mutual cooperation.
Preparations for the visit are currently underway through consultations between diplomatic missions in Kathmandu and New Delhi, with the focus on shaping a structured dialogue agenda.
Follow-Up to Mauritius Talks
The planned visit follows discussions held on the sidelines of the Indian Ocean Conference in Mauritius, where Nepal’s Foreign Minister Shishir Khanal and India’s External Affairs Minister Subrahmanyam Jaishankar agreed on the need to clarify mutual priorities before holding major bilateral summits.
Misri’s trip is seen as a continuation of that understanding, aimed at laying the groundwork for future ministerial and leadership-level engagements.
Focus on Key Sectors of Cooperation
During his meetings in Kathmandu, Misri is expected to hold detailed discussions across a broad range of sectors, including:
- Security and border management
- Water resources and irrigation
- Trade and commerce
- Agriculture and connectivity

India and Nepal maintain a wide network of bilateral mechanisms—estimated at around three dozen—ranging from district-level coordination to high-level ministerial dialogues. However, several of these mechanisms have not been fully active in recent years.
The upcoming visit is expected to help revive and streamline these channels, ensuring more regular engagement and improved coordination between the two sides.
Addressing Project Delays
A significant part of the discussions is likely to centre on ongoing India-supported projects in Nepal. These include initiatives in infrastructure, energy, and cross-border connectivity.
While some projects have progressed steadily, others have faced delays due to administrative and logistical challenges. Officials say the visit will aim to identify bottlenecks and accelerate implementation timelines.
Preparing Ground for Leadership-Level Visits
Diplomatic sources suggest that the visit could pave the way for future high-level exchanges, including a possible invitation from Prime Minister Narendra Modi to his Nepali counterpart for an official visit to India.
Following Misri’s return, India’s senior leadership is expected to review Nepal’s priorities and shape the agenda for upcoming bilateral engagements.
Link to India-Africa Forum Summit
The visit is also part of a broader diplomatic calendar. Nepal’s Foreign Minister Shishir Khanal is scheduled to visit India later in May to participate in the India-Africa Forum Summit (IAFS-4) in New Delhi.
The summit will bring together leaders from across Africa along with partner countries, providing another platform for bilateral discussions between India and Nepal.
Strengthening Regional Partnership
India and Nepal share deep-rooted historical, cultural, and economic ties. The current diplomatic efforts reflect a mutual intent to strengthen this relationship through structured engagement and policy coordination.
Officials on both sides emphasise that enhancing cooperation in key sectors and ensuring timely execution of projects will be central to building a more stable and forward-looking partnership.
