Temporary sanitation workers and drivers of Rishra Municipality in Hooghly launched a strike demanding minimum wages, PF, ESI benefits, timely salary payments and an end to the contractor system.
Temporary drivers and sanitation workers of Rishra Municipality launched an indefinite strike on Tuesday, demanding implementation of minimum wages and several long-pending employment benefits. The agitation has raised concerns over disruption in sanitation and civic services across the municipality area in West Bengal’s Hooghly district.
The protest began early in the day as workers gathered near municipal premises, alleging years of neglect, delayed payments, and lack of basic labour protections despite performing essential public duties. The strike involves temporary sanitation workers, drivers, and civic support staff engaged through contractors by the municipality.
The agitating employees said they would continue their protest until the municipal administration formally addresses their demands and provides written assurances regarding implementation of labour welfare measures.

Workers Demand Minimum Wages and Social Security Benefits
The striking workers have raised multiple demands, with the implementation of minimum wages remaining the central issue. Protesters argued that despite carrying out physically demanding sanitation work and operating municipal vehicles, they continue to receive inadequate wages that fail to match rising living costs.
Apart from minimum wages, the workers demanded the immediate implementation of Employees’ State Insurance (ESI) and Provident Fund (PF) benefits. According to the protesters, many temporary employees have been working for years without access to social security protections that are routinely available to permanent staff.
The workers also demanded:
- Appointment letters for all temporary employees
- Timely monthly salary disbursement
- Additional payment for work performed on holidays
- Proper uniforms and safety equipment
- End to the contractor-based hiring system
- Clearance of pending dues
Several protesters alleged that salaries are often delayed far beyond scheduled dates, creating severe financial hardship for their families. They demanded that all wages and pending payments should be cleared between the 1st and 5th of every month without fail.
Workers participating in the agitation claimed that repeated appeals to municipal authorities in the past had failed to produce meaningful action, forcing them to resort to a strike.
Sanitation Services Likely to Be Affected
The strike is expected to impact garbage collection and sanitation work in multiple wards under the municipality. Residents in several areas expressed concern that prolonged disruption could lead to unhygienic conditions, especially during the ongoing summer season.
Sanitation workers play a critical role in maintaining civic cleanliness, waste disposal, and public hygiene infrastructure in urban local bodies. Any interruption in their services can quickly affect residential neighbourhoods, marketplaces, and public spaces.
Municipal sources indicated that authorities are monitoring the situation closely, though no formal arrangement had been announced to counter possible disruptions caused by the protest.
The strike has once again brought attention to the employment conditions of temporary civic workers in urban local bodies, many of whom operate without permanent status despite years of continuous service.
Workers Allege Threats and Harassment
During the protest, several workers alleged that they faced intimidation whenever they raised concerns regarding salary delays or employment conditions. According to the protesters, temporary workers remain vulnerable due to the absence of formal appointment documentation and dependence on contractors.
Some employees claimed they had repeatedly sought clarity regarding their employment status but received no satisfactory response. Others alleged that irregularities in wage disbursement and administrative delays had become routine.
The protesters argued that sanitation workers and drivers continued performing duties during difficult periods, including public health emergencies and extreme weather conditions, yet their demands for fair compensation remained ignored.
Labour-related issues involving contractual and temporary workers have emerged as a recurring concern in several municipal bodies across India, particularly regarding implementation of statutory benefits and wage protections.
BJP Leader Manoj Singh Extends Support
The agitation received political backing from Manoj Singh, councillor of Ward No. 10 of Rishra Municipality and a leader of the Bharatiya Janata Party (BJP).
After learning about the strike, Singh visited the protest site on Tuesday morning and interacted with the agitating workers. He listened to their grievances and later addressed reporters regarding the issue.
Speaking to the media, Singh described the demands of the sanitation workers as genuine and justified. He said municipal authorities should immediately intervene and resolve the crisis before sanitation services are severely affected.
The BJP leader alleged that municipal officials and contractors had acted arbitrarily in the past and claimed such practices should not continue. He also referred to the recent political developments in the state while criticizing the functioning of local civic administration.
His visit added a political dimension to the agitation, with observers noting that labour and municipal governance issues are increasingly becoming part of broader political debates in West Bengal.
No Official Response Yet From Municipality
As of the filing of this report, no official statement had been issued by Rishra Municipality regarding the strike or the workers’ demands.
Officials also did not publicly clarify whether discussions with worker representatives had begun or if any emergency measures were being planned to maintain sanitation operations during the agitation.
Residents and civic observers are now closely watching whether negotiations between the administration and workers can produce a breakthrough in the coming days.
The absence of a formal response has further intensified uncertainty surrounding the continuation of municipal services and the duration of the protest.
Contractual Employment Issues Under Spotlight
The strike in Rishra reflects broader concerns regarding contractual and temporary employment systems in municipal bodies across India. Many civic institutions rely heavily on outsourced labour for sanitation, transportation, and maintenance work.
Worker unions and labour rights groups have frequently argued that the contractor system often results in delayed payments, reduced accountability, and denial of employment protections. Municipal administrations, however, cite financial limitations and administrative structures as reasons for outsourcing civic operations.
The demand for abolition of the contractor system has become a recurring theme in labour protests involving sanitation workers in multiple states.
Experts note that sanitation workers remain among the most essential yet vulnerable sections of the urban workforce. Many continue to work in physically hazardous environments without adequate healthcare coverage, insurance protection, or stable employment status.
The Rishra protest has therefore once again highlighted the larger debate surrounding labour rights, urban governance, and social protection for civic workers.
Public Health Concerns Rise Amid Strike
Public health experts warn that prolonged disruption in waste collection and sanitation work could create hygiene challenges if the strike continues for an extended period.
Improper garbage disposal and delays in sanitation services can increase risks related to foul odour, water contamination, mosquito breeding, and disease spread, particularly in densely populated urban areas.
Local residents have urged both the workers and municipal authorities to initiate dialogue quickly to avoid escalation of the crisis.
Observers believe the coming days will be crucial in determining whether negotiations can resolve the deadlock or whether the agitation will intensify further.
